I needed to set up a car rental for a business associate who was going to be in town. He could've done it himself I suppose, but it was in our interests to get everything arranged for him so he'd be in a good move when he arrived; he hates traveling, and there was a contract we wanted to sell to him. Avis worked with me to get him a convertible Beetle. Thankfully I knew something about his taste in vehicles, and this turned out to be a perfect choice. I've used both Avis and Enterprise, and received equally good service from each. The only basis for my choice is generally convenience--just go with whichever is closer. I am a businessman and need to move to the airport often, and in a jiffy. Sometimes it is Kennedy, sometimes it is Guardia, and sometimes via the tube. Hence, I need a trustworthy limousine service with me all the time. I need someone reliable, fast, responsive, and available on time without a fuss, with stellar driving skills.
